Overview

Water and Energy for Food program (WE4F), through its Regional Innovation Hubs, provides financial support, technical assistance, and investment facilitation to water-food, energy-food, and water-energy-food innovations.

As a Grants and Finance Specialist, you will be leading in managing the grants and financial controls, contract management and procurement of Technical Assistance (TA) for WE4F RIH – MENA program. You will provide guidance to team members and grantees, ensure adherence to grants management policies. The position requires significant project management skills and a good understanding of project operations and objectives as well as innovators’ business models. It also requires the ability to be accurate and thorough in control, auditing, and reporting.

FUNCTIONAL RESPONSIBILITIES:

Your key responsibilities and accountabilities will include:

The Grants and Finance Specialist will be responsible for working on the grant and finance management for WE4F RIH – MENA program. This would be inclusive of the following:

  • Grant Management
    • Collaborate on setting grant management and grant compliance processes within the Hub.
    • Develop systems, tools, and processes related to grant management and grant compliance.
    • Deliver overall client satisfaction, technical excellence, and operational efficiency.
    • Assist in the selection process of grantees and provide recommendations for process improvements.
    • Work with WE4F innovators on assessing their internal framework through the Pre-award survey administration (PAS) and issuing recommendations.
    • Deliver ad-hoc support to innovators regarding the implementation of PAS recommendations such as reviewing policies and sharing best practices.
    • Deliver ad-hoc support to innovators regarding grant compliance.
    • Contribute to grant milestones or payment plan setting for maximized impact.
    • Ensure grant budgets are in compliance with Donors’ regulations.
    • Manage grant contracts completion and amendments when needed.
    • Review and challenge substantiation of all grant payments whether based on milestones or reimbursement requests and monitor grant implementation, reporting of impact and compliance with donors regulations.
    • Ensure proper documentation and record retention of grant payments.
    • Ensure that payments are well received by all grantees.
    • Support in training innovators on finance and controls topics.
    • Contribute to donors’ reporting.
  • Budgeting and Reporting:
    • Review monitoring of monthly expenditures compared to the project budget.
    • Review Quarterly Financial reports with monthly Forecast updates of Technical Assistance and Grant payments.
    • Management of grant and technical assistance budgets and impact on cash flow.
    • Assist with review of WE4F consortium partners’ budget and related partners’ contract amendments.
  • Assistance with Technical Assistance (TA) procurement:
    • Support in consultant approvals and paperwork, including, managing consultant expense reports and invoices, and ensuring accuracy and adherence to the contract.
    • Review of TA Financial Proposals for integrity of information and budget compliance.
    • Lead on TA contracts preparation when relevant.
    • Manage payment process of TA deliverables.
    • Contribute to any TA procurement management reporting and monitoring tools.
  • Ensure processes are in place to address all accounting matters.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Education:  Bachelor’s degree in business administration or equivalent from an accredited university, an international certificate is a plus – MBA preferred but not required.
  • Experience: 6 to 8 years of experience progressively in accounting and finance, grant management, or project management with at least 2 years as a manager of direct reports.
  • Language: Fluent in Arabic and English. French is a plus.

Additional Skills

  • Practical knowledge of financial systems, budgeting, internal financial controls & procedures and staff management.
  • Ability to effectively communicate financial information and train non-financial managers.
  • Excellent computer skills including Microsoft Office programs.
  • Experience with major development donors, including US Government agencies is preferred.
  • Demonstrated ability with reviewing, creating, and implementing new systems and approaches to financial and grant management.
