Monitoring, Evaluation & Learning Officer

Overview

The Monitoring, Evaluation & Learning (ME&L) Officer will be providing support in the monitoring, evaluation and learning aspect across Berytech’s program portfolio and will contribute to the development of a Quality Management System for Berytech. The MEL Officer will be responsible for the front-line overall support to MEL activities by ensuring effective implementation of the Monitoring, Evaluation, Accountability and Learning system of Berytech.

FUNCTIONAL RESPONSIBILITIES:

Your key responsibilities and accountabilities will include:

Planning and Reporting

• Supports and participates in Field Office planning activities and review meetings.
• Supports the MEL roll out plan within Berytech programs.
• Compiles and provides required data for reporting to donors.
• Supports in the compilation and analysis of quantitative and qualitative program data and contribute into subsequent reporting.
• Supports in developing a list of indicators per project in a user-friendly database to enable the fulfilment of reporting obligations to donors.

Quality Monitoring

• Works with the program and partners team to develop data collection tools.
• Works with program team to regularly collect data related to their indicators and ensure that all field-data is collected in a timely and efficient manner.
• Performs regular field visits to ensure the quality of data collected by programs staff and to verify the accuracy of reported data.
• Conduct regular data quality assessments to ensure data accuracy, completeness & reliability and conduct data cleaning and validation.
• Conducts the quantitative/qualitative analysis of data to track program progress and performance against established indicators.
• Prepare reports, visualizations and dashboards to communicate M&E findings to stakeholders.
• Prepares presentations for learning sessions involving program teams.
• Supports in elaborating Berytech’s procedures in coordination with Heads of Departments and contributing to the development of the Company’s Quality Management system.

Capacity Building

• Identifies capacity gaps and work with the MEL Manager and coordinator to build the capacity of both the program staff and partners to ensure smooth implementation of quality MEL systems.
• Supports in delivering trainings, as necessary, for staff in a variety of monitoring and evaluation topics.

Required Knowledge, Skills and Abilities

• Education: Bachelor’s degree in social sciences, Economics or equivalent combination of education and professional experience.
• Experience: 1-3 years of professional experience in designing monitoring and evaluation activities in support of donor funded projects or in similar field.
• Language: Fluent in Arabic and English, French is a plus.

Additional Skills:

• Advanced M&E Expertise: Proven experience with quantitative and qualitative data collection techniques. In-depth understanding of various M&E frameworks.
• Expertise in designing surveys, questionnaires, and other data collection instruments, ensuring they are methodologically sound and tailored to the program’s objectives.
• Digital skills: Strong computer skills, including advanced use of Microsoft Office tools (particularly Excel).
• Communication, Interpersonal & Teamwork Skills: Excellent written and verbal communication and interpersonal skills, with the ability to work independently, perform effectively under pressure, collaborate within a team, and maintain a customer-oriented approach.
• Planning and Organizing: Proven ability to manage multiple projects simultaneously, with strong organizational skills and attention to detail.
• Adaptability and Flexibility: Ability to adapt to changing circumstances and priorities, with a proactive approach to overcoming challenges.
• Ethical Standards and Integrity: Strong commitment to ethical standards in data collection, analysis, and reporting, ensuring accuracy and confidentiality.
