Overview

CONTEXT & BACKGROUND

Berytech is a leading organization in the Entrepreneurial Ecosystem in Lebanon, that aims to provide a conducive environment for the creation and development of startups, through incubation, business support, counseling, funding, networking, and the company hosting, hence taking part in the economic revival of the country, participating in wealth and job creation, and retaining graduates and high-level skills in Lebanon.  

In order to effectively support sustainable economic development in Lebanon, advancing economic clusters activities through a coherent policy is key. The absence of official public clustering efforts in Lebanon, and the challenging economic and political landscape, highlights the necessity of a policy supporting legal framework, organizational structures, technical support, and financial sustainability for clusters. These pillars are crucial for fostering a supportive environment that encourages private sector initiatives, promotes collaboration, and attracts investment.. Accordingly, it’s important to raise awareness on the importance of clusters, the suggested amendments to the regulatory framework and its necessity among key stakeholders.

 

ABOUT THE PROJECT

The Euromed Clusters Forward project, funded by the European Union, and led by ANIMA Investment Network aims to strengthen clusters and their members across 7 South Mediterranean countries, including Lebanon. It focuses on promoting inclusive innovation and competitiveness to foster growth, economic diversification, sustainable development, and employment in the region. The project’s activities include strategic studies, national policy dialogues, technical assistance on cluster policies, and capacity-building academies.

The national policy roadmap for clusters developed by Beyond Group outlines the strategic framework for promoting economic clusters in Lebanon. The policy roadmap emphasizes the importance of developing clusters in key sectors, while enabling key stakeholders with the necessary skillsets, sector-specific know-how, and technical support.

Scope of work

Toolkit for Cluster Development & Support in Lebanon

To enable successful clusters set up and long term business sustainability, it is crucial to create a toolkit that contain guidelines on cluster organizational setup, management, and financial sustainability. The toolkit will serve as comprehensive resource for current or future cluster managers and support organizations, providing practical guidance on best practices, organizational structures, and financial models.

The selected consultant will be responsible for developing the toolkit and facilitating knowledge transfer through documentation and training sessions (if needed). The consultant’s main role is to ensure that cluster managers and support organizations have access to valuable standalone resources that will enhance their ability to manage clusters effectively and ensure financial sustainability.

Key Responsibilities

Toolkit Development

  • Design and develop comprehensive a toolkit that provides guidelines on cluster organizational setup and management.
  • Include detailed instructions, templates, and resources on best practices for cluster management including case studies.
  • Develop financial sustainability models and strategies for clusters, including funding options, revenue generation, and cost management that is applicable to Lebanon given the context.
  • This toolkit will be developed and will be based on the clusters policy roadmap, the contextualized definition of clusters, legal texts, and strategic frameworks developed within the program.

Knowledge Transfer & Training

  • Plan and organize training sessions/ meetings to facilitate knowledge transfer to cluster managers and support organizations.
  • Develop informational materials, including presentations and reports, to support training sessions.

Deliverable

  1. Organizational Setup and Management Toolkit:

Comprehensive toolkit with guidelines, templates, and resources for cluster organizational setup and management.

  1. Financial Sustainability Toolkit:

Toolkit with financial models, strategies, and practical guidance for ensuring the financial sustainability of clusters.

  1. Training Sessions & Materials:
  • a minimum of three training sessions for cluster managers and members (to be discussed with the selected consultant).
  • training materials, including presentations, handouts, and informational guides.

Qualifications

  • Bachelor’s or Master’s degree in Economics, Public Policy, Business Administration, or related field.
  • At least 7 years of experience in economic, associations or cluster development.
  • Proven expertise in cluster setup, management, and operations.
  • Demonstrated ability to develop toolkits and conduct training in organizational and financial management and Strong analytical, research, and content creation skills.
  • Excellent communication, presentation, and stakeholder engagement abilities.
  • Good understanding of Lebanon’s economic and political context.

The selected consultant is expected to start their activities as soon as possible after selection, with the contract duration set for 4 months.

  • Technical proposal describing the methodology, content and timeline required and A clear overview of outputs, and deliverables.
  • Financial proposal describing the costs incurred in preparing and providing the services. The financial proposal shall be quoted in EURO. In addition, please mention valid bank account details.
  • Profile and Project References: Explanation of the consultant’s background, including CVs and project references.

The shortlisted candidates will be contacted by Mid December 2025.

Budget: 10,000 EUR.
