Lena Dargham

Director General at the Lebanese standards Institution - LIBNOR

Lena Dargham is the Director General of the Lebanese Standards Institution- LIBNOR a role to which she was appointed by the Lebanese Council of Ministers in May 2014. .
She has more than 20 years of experience in the fields of Standards, Accreditation, Metrology and Quality. Has contributed to the development of the Lebanese Standardization system and the elaboration of the legal framework related to the Quality infrastructure including Technical Regulations and conformity Assessment, and the implementation of the WTO/TBT-SPS Agreements for Trade facilitation.

She has an extensive experience in governance and leadership of international organizations, governmental relations and multi-stakeholder engagement. Passionate advocate for developmental issues, known for ability to effectively lead the development of strategies, action plans and capacity building programs directed towards developing countries and sustainable development.
Lena is the Secretary General of “Reseau Normalisation et Francophonie- RNF” since 2023, an international organization gathering more than 30 standardization bodies from French speaking countries .She also served as the President of RNF between 2021 and 2023.

She chaired of the ISO committee for Developing countries (the International Organization for Standardization- Geneva ISO/DEVCO) between 2016 and 2020, and served as member of ISO Council and its strategy and Policy committee, contributing to the development of the ISO strategy 2030, initiating a leadership program for developing countries, strengthening their capacities at the technical and governance levels, and developing the ISO action plan for developing countries 2021-2025.

She was a member of the ISO DEVCO Chair’s Advisory Group between 2008 and 2016 and played an active role in the development and monitoring the ISO Strategy and Action plans for Developing countries successively for the years 2011-2015 and 2016-2020.

Lena is:

  • Member of the Excecutive Council of the Arab Industrial Development Standards and Mining Organization (AIDSMO)
  • Member of the Board of Directors of the Lebanese Council for Accreditation (COLIBAC), Contributed to the elaboration of COLIBAC bylaws and legal framework
  • Member of the High Advisory Committee on standardization in the Arab Industrial Development and Mining Organization (AIDMO), and actively involved in the work of SMIIC (Standards and Metrology Organization for Islamic countries).
  • The FAO/WHO Codex Alimentarius Contact point in Lebanon

She served as a Member of the National Metrology Council, between 2012-2020, Contributing to the elaboration of the metrology decrees and legal framework, and as the FAO/WHO Codex Alimentarius Regional Coordinator for the Near East Region for the years 2014 and 2015.

Lena Dargham holds a diploma degree of Agriculture Engineer from USEK university and a Master degree in Food Quality Management Systems from AUF. She is Lecturer at Saint Joseph University (USJ), and a former First Aider and Instructor at the Lebanese Red Cross.
