MSME recovery in conflict affected areas

The United Nations World Food Programme, and Berytech, in partnership with the Ministry of Agriculture,
is launching the Building Back Better

A recovery Grant to support agri-food businesses affected by the 2024 conflict.

The program aims to help micro, small and medium-sized enterprises

What the Program Offers

Selected micro, small, and medium enterprises (MSMEs) will receive:

Grant

(up to USD 15,000)
To finance urgent operational and capital expenses such as: (1) Equipment and facility repair (2) Input and raw material purchase (3) Energy and water system rehabilitation (4) Salaries or temporary labor

Business Development Services

(BDS)
Training in business continuity, financial management, digital transformation, and food safety practices.

Tailored Technical Assistance

(TA)
Expert support to strengthen operations, production efficiency, and compliance.

Market Linkages

Connection to buyers, distributors, and institutional markets (including WFP’s retail network).

Who Can Apply

Enterprises must meet all of the following:

Legally registered businesses operating in Lebanon.

Operate within the agriculture, agri-food, or related sectors, actively contributing to food production, processing, or distribution, particularly in:

  • Farming and primary production: vegetables, cereals, tropical and sub-tropical fruits.
  • Dairy processing: production of cheese, yogurt, labneh, and other dairy products.
  • Agri-food manufacturing (olive oil, bread and traditional Lebanese baked goods, pickles, and ready-to-eat meals), packaging, distribution
    (local markets, food shops, and supply chain actors), or cold chain
  • MSMEs engaged in time-sensitive seasonal activities (e.g., olive pressing, planting, dairy production) will be given
    priority to preserve production cycles and maintain income flow.

Employ 5–19 staff (including owners and part-time workers).

Demonstrate verifiable conflict impact (damage, disruption, loss of inventory, etc.).

Operate in or source from conflict-affected regions (South Lebanon, Nabatieh, Bekaa, Baalbeck-Hermel).

Maintain linkages with local farmers or producers.

Be compliant with national regulations and committed to safeguarding, inclusion, and environmental standards.

Priority will be given to:

Women-led, youth-led, and disability-inclusive enterprises.

Businesses employing diverse groups or contributing to community cohesion.

  • Photos or evidence of damage/loss
  • Simple financial data (sales, staff, production capacity)
  • Short recovery plan (what you will do with the grant)
  • Evidence of farmer/supplier linkages

Selection Process

1. Administrative Screening

eligibility and completeness check.

2. Technical Evaluation

scoring based on:

  • Conflict impact & recovery readiness
  • Sustainability & innovation
  • Scalability
  • Food system role and linkages
  • Management capacity and cost-effectiveness
  • Improvement in Nutrition and Reduction in Environmental Impact
  • Inclusivity (women, youth, disability)

3. Pitching Session

shortlisted applicants present their recovery plan to a joint WFP–Berytech panel

4. Final Selection & Onboarding

top 16 MSMEs are awarded and start recovery support.
