The importance of cross-border collaboration between clusters 

Clusters are regional networks of interrelated businesses, suppliers, and researchers within a specific industry and across a defined value chain.  

A value chain encompasses the full trail of a business’ activities and steps taken to create a product or service – from the initial prototype through its delivery to market. This includes everything from design and production to marketing, and even after-sales customer care. 

Today, value chains often cross borders. This means that if businesses in the Mediterranean region work with others worldwide, they can become more competitive and efficient, benefiting from optimized processes, enhanced market access, and a stronger overall economy. 

So, how does this collaboration between clusters strengthen value chains and fuel the innovation landscape? 

By working together, clusters enhance the efficiency and effectiveness of the entire value chain. This collaboration can include sharing resources, coordinating strategies, and aligning efforts to tackle common challenges, which strengthens the overall industry and regional competitiveness. 

Clusters play a vital role in exchanging information, driving innovation, and fostering an environment that contributes to business success. The synergy created through collaborations allows members to refine their production processes, reduce costs, and improve the quality of goods or services offered. The collective effort ensures that the value chain operates more smoothly and efficiently, benefiting all stakeholders involved. 

An example of such collaboration is the Euromed Clusters Forward (ECF) Program, funded by the European Union in coordination with ANIMA and Berytech. This initiative focuses on advancing clusters in the Mediterranean region by promoting cross-border cooperation between Southern and European partners. By working together, the engaged clusters aim to expand their reach into global markets, enhancing their collective impact and competitiveness on the international landscape. 

Many approaches to cross-collaboration exist nowadays, driving mutual growth and fostering advancements:  

  1. Knowledge Exchange: 

Knowledge transfer within clusters can be effectively facilitated through structured activities like the Euromed Clusters Forward Face-to-Face Academy, which offers training programs that support clusters in developing strategies to enhance their value chains. Additionally, initiatives such as the Technical Assistance (TA) vouchers provide clusters with the means to access expert support, allowing them to stay informed and up to date with the latest industry trends. These structured programs ensure that knowledge exchange is not just incidental but an integral part of cluster collaboration. 

  1. Joint Partnerships: 

Clusters can forge meaningful joint partnerships through activities like the Cluster Connect initiative, which promotes twinning and matchmaking between clusters and support organizations across different industrial ecosystems. This fosters cluster-to-cluster and SME-to-cluster collaborations, enabling businesses to access new technologies, resources, and regional markets. Such collaborations are further supported by events like Tech Days and collaborative projects, which serve as platforms for innovation and the establishment of strong cross-border partnerships. 

  1. Targeted Initiatives: 

Clusters can pool their resources and expertise towards targeted initiatives through the Euromed Clusters Forward’s policy dialogue sessions and Tech Days. These initiatives focus on common goals such as sustainability, digital transformation, and workforce development. By addressing these challenges collectively, clusters can create solutions that benefit all actors within their value chains. These targeted initiatives also include collaborative efforts to align with global standards, such as those required for entry into competitive markets like the EU. 

In an increasingly interconnected world, the power of cross-border collaboration between clusters cannot be overstated. By leveraging synergetic strengths, clusters can not only enhance regional value chains but also contribute to the broader goal of global innovation and economic growth. As exemplified by programs like Euromed Clusters Forward, such collaborations are essential in creating a more competitive, resilient, and sustainable future for industries across the globe.
